I think we can all agree there are bad actors in the marketing side and hopefully they are getting those under control, but help me understand how tearing down MAPD plans is the answer here?

There is no one size fits all healthcare solution. MAPD plans serve a purpose just like Medigap plans serve a purpose. Implying that seniors are "lured" into a plan makes it seem like they are suckered into a bad plan. For many seniors an MAPD is the right answer. Education is vital with any purchase, including any other competing option to an MAPD. If a thorough education on all of their options is given to the client and they understand what they are purchasing and it is a good fit, why would you claim there are so many "drawbacks"?

Most T65 clients are coming from a group plan that is similar in nature to MAPD plans; networks, copays, prior auths etc. If all of their options are explained and the best fit, (whether that is due to budget or benefits or any other reason), is an MAPD, how is that a poor choice?
